In a marginal note he says "As soon as the receiving order is brought to our notice we ought to instruct 3.A. not to issue or part with any of the debtor's pension pending further instructions, and we should proceed to arrange with the O.R. as to the payment of an allowance to the debtor."

It further appears from minutes on O.A./12524/20 H.Kong (Piggott) that so far as there is a regular practice it is to pay an allowance equivalent to the whole amount of the pension unless there is any special reason to the contrary.
